The Free Software Foundation is the umbrella organization under which the [[http://www.gnu.org|GNU]] Project operates. There's been lots of eager talk (recently, spring 2002) about creating something like a FreeNetworkFoundation, although AdamShand recently expressed that perhaps we should avoid the word "free".
