If you make a purchase at the cafe they'll give you a card with an access code for their CaptivePortal. You can use that to get on the internet with one device. You're out of luck if you've got two devices (unless you make another purchase to get another access card!)
A few words about Powell's City of Books...it's Big. We are not talking Big as in they carry all the new Tom Clancy novels and most of the Nora Roberts books you see folks reading who might not otherwise be literate, we are talking truly BIG. There are so many books at Powell's it is thought that the sheer weight of all the words there might in fact cause a sort of gravitational warpage in the surrounding area. Think of every book you have ever read and then go find it at Powell's probably in at least 3 different different versions one of which will be the one you read originally when you were 14 and thought you could tackle Magister Ludi but ditched it half way through for Philip K Dick's Flow My Tears, which you will also find at Powell's.
We are talking BIG here like in Library of Alexandria meets the New York Public Library minus the fines plus a killer cool World Cup Coffee shop on the main floor that now has a PTP node for that always on everywhere you go internet goodness you are coming to expect in Portland.
