First used by DanRichardson (that I know of) and this page just needs to exist. Someone now needs to figure out what the hell it actually means.

Perhaps it follows from the domocratization of technology provided by the PC. We are in the process of democratizing access to the internet after a period of control by a few large orginizaitons.
